Public bug reported:
In Noble calamares minimal install removes kubuntu-desktop metapackage
and kubuntu-settings-desktop package. This is not intended.
The reason for the removal is that the plasma-welcome (wizard/welcome
screen) package is rightly removed for the minimal install option, but
both kubuntu meta and settings packages incorrectly depend on plasma-
welcome instead of just a recommends.
To correct this to make sure that our settings and meta packages remain
installed, we need to drop those depends to the recommends. This will be
fine, as our normal full install installs recommands and so will not
change.
