Hi Charlie, I've dealt with a similar issue in the past in bug 1990853 in which I realized the tweak to the files on disk in regard to autostart needed to happen before the very first start of libvirt - or they would have no effect.

The auto-start activities are meant to be triggered once on the first start after boot. But not again on e.g. service restart, or as it was in the context this came up re-starts due to inactivity and then socket activation. I'm tempted to say that I agree a failing-to-auto-start network like in your case is a special case in between - as it was never "sucessfully" autostarted. Still I feel this is nothing that Ubuntu would deviate as there have been good reasons by upstream to handle it this way. But it might be worth bringing up the special case of "failed to auto-start" for discussion there (https://libvirt.org/bugs.html) - if the project overall can agree on handling this as a special case we could consider backporting the changes if they are not too invasive.
