Issue description:
On activating any new screen/app (i.e. having a web browser active and clicking 
in the panel to activate mail), the first scroll 'notch' of my mouse to scroll 
up or down does not do anything. From the second scroll onward, scrolling up 
and down a page works fine.

Expected behavior:
The first scrollwheel 'notch' should already scroll the page in the active app 
up or down.

Exception:
In Mozilla Firefox this issue is somehow not present and the first scrollwheel 
'notch' upon activating Firefox DOES move the page up or down.

I first encountered this issue in Linux Mint. I verified it also exists
in Ubuntu (latest LTS, 24.04.01). However, in Debian the issue does NOT
appear. Also, this issues does NOT appear in Manjaro. So I conclude that
this issue starts in Ubuntu.
