Looking at an example https://packages.ubuntu.com/focal/geany-plugin-
addons it seems like geany-abi-18432 is not a package in and of itself,
but is provided by the geany package. Presumably so that geany and the
plugins stay in sync. So with geany 1.36-1build1 installed that should
satisfy this requirement and allow installing the plugins.
Based on your report you seem to have another version (geany 1:1.28-2) ,
possibly third party. Either this doesn't provide the virtual package or
it provides a different version, in which case there might be a mismatch
with what the plugins expect or require.
