Public bug reported:
The slurmrestd daemon doesn't support the HUP signal for config
reloading, so executing the default ExecReload hook has the behaviour of
shutting down the slurmrestd process, which is wrong. Hence, things like
systemctl reload-or-restart slurmrestd don't work correctly.
