The order is different as packages that are not depended on by anything
get into a report and are regularly cleaned. Therefore if we'd promote
it now it might be demoted before you make your change.
The simplified order is:
1. get approval
2. cause the mismatch
3. promotion
From then on it is "held in main" by the established dependencies.
I do not yet see it in component mismatches [2] which is odd.
Because the seed change should already bring it in.
And I see it in germinate [3] so it should be there and detected

I'll promote it for now, but would ask you to do your ubuntu-meta change
and afterwards give it a day or two and re-check that it was not auto-
demoted as this is slightly odd, yet I can't spend hours into tracing it
down right now :-/
