Public bug reported:
On occasional logins to Xubuntu 24.04.2, Xubuntu's default settings are
not loaded. Instead, the GTK defaults seem to be applied:
Adwaita GTK theme
Adwaita Icon Theme
On subsequent logins, the settings are correctly applied.
