Skia found the better solution: Just install apport-noui
apport-noui depends on whoopsie and does this on post-install:
```
touch /var/lib/apport/autoreport
# start the autoreport service on installation
if [ -x "/usr/bin/deb-systemd-helper" ]; then
deb-systemd-invoke start 'apport-autoreport.path' >/dev/null || true
fi
```
