in DpkgTerminalLog.txt i see

mysqld will log errors to /var/log/mysql/error.log
mysqld is running as pid 10976

I don't see a log from the original install of `mysql-server` which could be 
helpful. 

I tried a fresh install of mysql-server in a container, and didn't run
into any issues.

1. could you provide information about any possible running `mysql-server` 
instances? 
    a. systemctl status mysql.service
2. is it possible mysql was installed via another means on the system before, 
such as a snap, a container, etc?
3. have you tried to reinstall mysql? sudo apt reinstall mysql?
