Public bug reported: In Debian, there was a split between the docker daemon and the docker binary into the docker.io and docker-cli binary packages, respectively.
Instead of following the splitting here, which could hinder our regular backports of the container stack, let's add a Provides: docker-cli for now and evaluate the need for the splitting through the next cycle. This change is needed as a FFe because autopkgtest requires docker-cli or an older version (pre-debian-split) of docker.io.
