That seems doable at least for Noble - Plucky - earlier I'm not yet sure
if people would use or try to use these features without any report in
many year. Not saying no, just saying less likely needed.

Also this is a bug fix of adding a missing apparmor rule, so that should
be fine in regard to feature freeze which we are in right now.

Let me tag this up, but allow me some delay due to PTO before changes land.
For the backports to stable release we usually line things up and when the 
former in-flight SRU is completed add all that is ready by then.
