I haven't seen the package yet after enabling proposed, but I assume that has something to do with the armhf failures.
So I manually downloaded the bluez package from the launchpad page and installed it on my laptop. It's working perfectly. My bluetooth headphones connect reliably again after waking the laptop up from sleep, across reboots, and after "service bluetooth restart".
