Verifying this in a minimal VM:
before upgrade:
- `apt policy ubuntu-minimal` says version 1.543 is installed
- `apt policy ubuntu-desktop` confirms the metapackage is not installed
- snap is not installed
Ran an upgrade using `do-release-upgrade -d`, and accepted all defaults.
The upgrade installed 1500+ packages.
after upgrade:
- `apt policy ubuntu-minimal` says version 1.548 is installed
- `apt policy ubuntu-desktop` confirms the metapackage is not installed
- snap is installed. `snap info firefox` confirms firefox is also installed.
The full list of installed snaps is bare, core22, firefox, gnome-42-2204,
gtk-common-themes, snapd.
Thus the issue also exists when upgrading from the latest oracular VM,
not just lxc images.
