I've been following that topic from a distance since it's linked to openssl.
I've just seen https://github.com/curl/curl/wiki/curl-distro- discussion-2025 which mentions "HTTP/3 - updates on status and discussions on how to (possibly) enable this in curl for distros going forward". The curl Debian maintainer also plans to be there. It could be interesting to start talking with him about it.
