#2.1 apt install/upgrade snapd packages - As part of QA deb testing we cover upgrade from main to proposed - Downgrade was covered manually by me as part of LP bug testing (revert from 2.67.1 to 2.66.1 to validate method of testing) - We do not test downgrade, this will extended as part of planned coverage improvement: https://warthogs.atlassian.net/browse/SNAPDENG-34426
