Public bug reported:
This started sometime ago with with my new monitor. I do not remember
the exact version (upgrades) after which it started, but the screen
flickers excessively when the screen background is white (webpages,
apps, etc.). It may also flicker on darker pages, but that isn't visible
to human eyes (atleast not visible to me).
