When a language is selected on the language selector, GIS attempts to
install all the available language packs for that language via apt. This
is an issue when the system has no Ethernet cable or setup wifi
connection, as the WIFI page to setup WIFI appears later in the flow,
preventing you from being able to ever download these additional
language packs.
