Public bug reported:

i'm trying to install nagios4 and it forces me to install some bad
dependencies:

apache2-bin bsd-mailx libapache2-mod-php libapache2-mod-php8.3
libaprutil1-dbd-sqlite3 libaprutil1-ldap libjs-jquery
  liblockfile-bin liblockfile1 liblua5.4-0 nagios4 nagios4-cgi nagios4-common
nagios4-core php8.3-cli php8.3-common
  php8.3-opcache php8.3-readline

i really don't need php8.3 + apache, i am already using php8.4-fpm +
nginx.

I am able to fix that (fix all the apache user/group issues, add
fcgiwrap etc), but i cannot completely remove apache without getting
nagios removed also.

I tried to install without the meta package and install only
nagios4-core nagios-cgi and nagios4-common, but problem is still the
same.

Please allow alternative php/webserver.
