I've been experiencing this on Noble 24.04.2 LTS with TPM-FDE in a workplace install and it has been blocking all system updates since Feb 21. For anyone finding this thread and are just trying to update your system, a temporary workaround is to tell apt to hold the package version: `sudo apt-mark hold wireless-regdb` then you can upgrade as normal. Packages that depend on this one may be blocked from updating until a fix is released. I recommend subscribing to status change notifications on this ticket so you can be notified when a fix drops and you can go back and release the hold.
