This is a bug/ enhancement of the language support GUI:

I installed a english VMware player image. Then I added language support for 
German. ll went very smooth.
But I would like to have another option in this process:
Just like you promt the user if he wants to have the standard folders (music, 
videos, images) to be translated, the user should be asked if he wants to 
change the keybaord layout to the new default layout.
Of course, this only makes sense if the used keybaod hardaware has also the 
same keyboad layout as the new default language. Therefore, it should be 
optional. Nevertheless, such a question would increase the usability of the 
language support:
I successfully changed the default language but wondered why my keyboad still 
put in English letters...
