I went ahead and built a Custom MAAS image using Focal (packer-
maas/ubuntu). This build was modified to pull the new cloud-init package
from focal-proposed:

cloudimg.image.qemu.cloudimg: dpkg: grub-pc: dependency problems, but
removing anyway as you requested:
cloudimg.image.qemu.cloudimg: grub-efi-amd64-signed depends on
grub-efi-amd64 | grub-pc; however:
cloudimg.image.qemu.cloudimg: Package grub-efi-amd64 is not installed.
cloudimg.image.qemu.cloudimg: Package grub-pc is to be removed.
After the image was built, it was uploaded to MAAS using the following
command:
$ maas ${PROFILE} boot-resources create name='custom/focal-cloud-
lp2100963a' base_image='ubuntu/focal' title='Focal LP2100963a'
architecture='amd64/generic' filetype='tgz' content@=custom-
cloudimg.tar.gz
Subsequently a successful deployment was performed (See screenshot).
