Running Ubuntu 24.04, I've built my own kernel from 6.8 sources as:

make mrproper
cp /boot/config-$(uname -r) ./.config
make oldconfig
scripts/config --disable SYSTEM_TRUSTED_KEYS
scripts/config --disable SYSTEM_REVOCATION_KEYS
scripts/config --set-str CONFIG_SYSTEM_TRUSTED_KEYS ""
scripts/config --set-str CONFIG_SYSTEM_REVOCATION_KEYS ""
# This way
make -j8 bindeb-pkg LOCALVERSION=-qqqqqq
# And this
fakeroot debian/rules clean
fakeroot debian/rules binary do_linux_tools=true

I also did the same for git-cloned v6.12, used "make deb-pkg". No luck, nothing
builds linux-tools for me.
The reason why I'm doing that - I need "cpupower" command working after moving
to v.6.12.
