Public bug reported:
sos package recommends python3-boto3, but in a non-cloud installation, this
package doesn't seem to have any utility.
So the idea is to understand why sos recommends python3-boto3, and if possible,
change to "suggests" instead of "recommends", so the images where this package
isn't really necessary won't receive it.
