Regarding #1 isolate it better when it changed,

       I believe that Noble OVMF's firmware version(2024.02-2ubuntu0.1) is 
outdated, which may caused the VM boot to hang during the launch of SNP QEMU 
guest with the -bios parameter pointing to OVMF package noble version.

         1. Oracular Noble OVMF file of version(2024.05-2ubuntu0.1), 
                            (or)
         2. Latest OVMF upstream build information that I built using 
AMDESE/AMDSEV github repository with the following updated ovmf information in 
AMDSEV stable-commits file:
            OVMF Git URL= "https://github.com/tianocore/edk2.git";
            OVMF Branch = "edk2-stable202411" 

       >> Do you have access to any in between builds so we can isolate when a 
fix might have landed upstream?
        Yes, I have access to both the OVMF oracular file, as well as OVMF 
upstream build of version "edk2-stable202411" on my Noble host
