I can confirm this bug. The whole upgrade runs fine except for the the phase at the end of the upgrade process and by that I mean the phase "X old packages will be removed. Do you really want to remove them?".
I solved it by installing snapd and squashfs-tools. Then I changed the *.sources under /etc/apt/sources.list.d back to oracular. I did the same with the files /etc/lsb-release and /usr/lib/os-release.
