I also faced the same problem with a dell xps 13 9310 with FDE/TPM.

I wasn't prompted into a recovery key tool but trackpad, bluetooth &
wifi were unavailable.

I was also able to run the snap revert command to recover functionality.

I have the journalctl log of the boot if it is of interest.
