upgrader/+bug/1982791/comments/7, we can still do better in this area. I
think for kinetic/lunar-> noble upgrades, we won't add automatic handing
of the old-releases.ubuntu.com rewrite. But we should do this for plucky
and oracular at least, to get ahead of similar issues when 26.04 comes
out.
