The error basically says it all:

******************************************************************************
*
* The systemd package cannot be installed because this system does
* not have a merged /usr.
*
* Please install the usrmerge package to convert this system to merged-/usr.
*
* For more information please read https://wiki.debian.org/UsrMerge.
*
******************************************************************************

I am not sure how you got to 24.04 without merged-/usr, but I guess you
will need to resolve that manually now.

** Changed in: systemd (Ubuntu)
       Status: New => Invalid
