Thanks for your report.
When I developed the solver evaluation, It seems I did not consider that
"more upgrades" is worse when it comes to an "install" command, I always
counted "more upgrades" as a better solution.
And I changed the classic solver a while ago to upgrade all binaries
produced by a source package when installing a new version of one of
them; but the new solver doesn't have that - it upgrades as few
packages as possible.
