Just like with pcs, I've discussed and looked into the case.
The former version 2.2.7-1.1 is fine in plucky and 3.x is for 25.10.
Let us not late-break plucky forcing this too much and too late and instead do
it well next cycle.

Agreeing to the removal of the -proposed version, the sync/merge of then
3.1.12-1 or later will replace it anyway when 25.10 opens.

./remove-package -m "LP: #2105498, Dependency issues of 3.x scheduled to
resolve with Ubuntu 25.10" -s plucky-proposed ruby-rack
Removing packages from plucky-proposed:
        ruby-rack 3.1.9-2 in plucky

                ruby-rack 3.1.9-2 in plucky arm64
                ruby-rack 3.1.9-2 in plucky armhf
                ruby-rack 3.1.9-2 in plucky i386
                ruby-rack 3.1.9-2 in plucky ppc64el
