Thank you for the bug report!

You stated that you're upgrading from 20.04 to 24.04, but from Dmesg.txt
it seems to be a Jammy (22.04) system:

[    0.000000] Linux version 5.15.0-135-generic (buildd@lcy02-amd64-070)
(gcc (Ubuntu 11.4.0-1ubuntu1~22.04) 11.4.0, GNU ld (GNU Binutils for
Ubuntu) 2.38) #146-Ubuntu SMP Sat Feb 15 17:06:22 UTC 2025 (Ubuntu
5.15.0-135.146-generic 5.15.178)

Was this a transitional upgrade 20.04 -> 22.04 -> 24.04? Direct upgrades from
20.04 -> 24.04 are not supported, but doesn't seem to be the case here.

Digging deeper into the DpkgTerminalLog.txt I can find the full error
message:

gpg: WARNING: unsafe ownership on homedir '/var/lib/spamassassin/sa-update-keys'

I can see a bunch of "Permission denied" errors here. I assume you're executing
the dist-upgrade as root (sudo)? Did you ever modify the files in
/var/lib/spamassassin/sa-update-keys or /usr/share/spamassassin/GPG.KEY?

Please provide some additional information for us to better understand
the issue.

** Changed in: spamassassin (Ubuntu)
