You stated that you're upgrading from 20.04 to 24.04, but from Dmesg.txt
it seems to be a Jammy (22.04) system:

Was this a transitional upgrade 20.04 -> 22.04 -> 24.04? Direct upgrades from
20.04 -> 24.04 are not supported, but doesn't seem to be the case here.
Digging deeper into the DpkgTerminalLog.txt I can find the full error
message:

I can see a bunch of "Permission denied" errors here. I assume you're executing
the dist-upgrade as root (sudo)? Did you ever modify the files in
/var/lib/spamassassin/sa-update-keys or /usr/share/spamassassin/GPG.KEY?
Please provide some additional information for us to better understand
the issue.
