As noted in the request, python-srsly FTBFS on all the architectures and
has no binaries in Plucky. We are basically in [1], so technically a FFe
is not even needed (but the release team does appreciate that you filed
it!).

Rationale for dropping the Ubuntu delta is sound.

Green light on this: I'm doing the sync myself.
