I am also seeing https://bugs.launchpad.net/ubuntu/+source/xorg/+bug/1922414, in which the `has_option` function defined in /etc/X11/Xsession doesn't exist. I suspect there's some weird "Xsession emulation" going on here, by /usr/libexec/gdm-x-session, and it's misunderstanding this `exec` invocation somehow.
I can't figure out why my initial login to the system after install worked, with `im-config` installed. But then later it didn't work. (P.S.
