My reason for not including the fix in Noble right now is that Noble -> Plucky upgrades are not supported until Oracular goes EOL. While it is possible to create a test plan where you can force Noble to upgrade to Plucky now, my personal preference is to avoid such test cases unless it is necessary. Since Noble -> Plucky upgrades will not be supported immediately when Plucky releases, the urgency for Noble getting this fix is lower.
