For the moment, it'll be the HWE only (6.14). We generally do not do wholesale driver updates into existing LTS kernels without a very good business justification for doing so as it can be quite disruptive and as we've seen before, incredibly challenging, to pull back so many patches across several kernels.
For existing kernels, especially LTS kernels, the preference is to only pull back patches that resolve specific issues that could cause significant problems in the field on a case by case basis.
