Possible solution was found:

execute 'dpkg-reconfigure cupsys-bsd' and set from default <no> to
<yes>.

Conclusion: this configuration was automatically set during installation of 
either the system or the update
(there was no choice offered during installation). Documentation on this matter 
is missing.
