While backing up to a cloud server, deja-dup seems to use nearly all of
my bandwidth, slowing down any other task that involves the internet.
Combined with how long a backup can take, this is quite disruptive.

Backups are generally not time sensitive; it doesn't matter if your
backup takes an extra hour to complete. Deja-dup should throttle its
connection so that it's not interfering with other applications.
