Yes, this is a known issue in pemmican (https://github.com/waveform80/pemmican/issues/1) but last time I looked into it (admittedly last year), I didn't manage to find anything that looked like a "proper" solution. In other words, everything wound up being some variation of "back-off and restart" (what pemmican does currently) or "don't use systemd user units for this" (but those are the only thing I can find that works across all flavours of our desktop without shipping a whole bundle of different configurations).
