Additional information for my specific case: Ubuntu Studio flavor, recently upgraded to 24.04 LTS from 22.04 LTS Kernel 6.8.0-58-lowlatency Lenovo K450e Desktop computer, two monitors NVidia GEForce GTX 750 running 550.120 driver
The computer appears to power back on when resuming. Power light goes from blinking to on steady and some HDD activity occurs. Monitors both remain in low power/suspend state, power light is yellow instead of green (active). Keyboard unresponsive, so cannot Ctrl-Alt-F2 to console session. Mouse unresponsive. Switching to kernel 6.8.0-57-lowlatency does not change the behavior for me. Behavior was not present in 22.04 LTS. Suspend/resume worked correctly every time. As an experiment I set my screensaver to power off the two monitors after a specified time interval but NOT suspend the machine. Resulting behavior was as expected: monitors powered off (power light turns yellow) at specified time and then turned back on when Ctrl key pressed on keyboard (power light turns green). Point is the OS/driver is able to power the monitors off then back on.
