Please sync mkdocstrings 0.29.1-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * d/{control, rules}: re-enable tests, bring back the
    mkdocstrings-python-handlers build-dep (LP: #2105963)
  * d/{control, rules}: re-enable tests, bring back the
    mkdocstrings-python-handlers build-dep (LP: #2105963)
  * d/{control, rules}: temporarily disable tests and remove
    mkdocstrings-python-handlers B-D to break B-D cycle (LP: #2105963)

Looks like this package was temporarily changed to deal with circular
dependencies. Now that this is resolved and the changes reverted, the
delta is effectively empty.
