Public bug reported:

After restarting Ubuntu Hardy, the Compose key doesn't function until it
is deactivated and reactivated in Keyboard Layout Options.

Steps to reproduce:
1. System → Preferences → Keyboard → Layouts → Layout Options
(My keyboard layout is United Kingdom)
2. Under “Compose key position”, enable “Right Win-key is Compose”
(I haven't attempted to reproduce this using any other key as Compose)
3. Somewhere you can enter text, type <Compose>, a, e: “æ” is entered
4. Reboot
5. Somewhere you can enter text, type <Compose>, a, e: “ae” is entered
—the Compose key does nothing
6. System → Preferences → Keyboard → Layouts → Layout Options
“Right Win-key is Compose” is still ticked, even though that key isn't 
functioning as a Compose key
7. Disable, then re-enable “Right Win-key is Compose”
8. Somewhere you can enter text, type <Compose>, a, e: “æ” is entered
—the Compose key is working again
