This might also arise due to the different dependencies of linux-image-
generic linux-image-virtual-hwe-22.04.

So, on system having _only_ linux-image-generic installed the dependency is 
full-filled and the incorrect dependencies in both zram-config and zram-tools 
go unnoticed.
On systems using the HWE kernel the missing dependency leads to a failure.
