SRU Justification
[Impact]
Google requested the ptp_kvm driver be moved to the linux-modules
package from the linux-modules-extra package, so that their customers
can benefit from the enhanced clock synchronization.
This change is relevant for the following kernels:

debian.gcp(-<backport>)/control.d/gcp.inclusion-list.
