So for some reason ubuntu-release-upgrader kept esm.ubuntu.com enabled, upon upgrade to an interim release, and then apt correctly does not find Release files as certain features are not available. It sounds like ubuntu-release-upgrader needs to be smarter about which repos to enable/disable and when.
