The os.write() call could be replaced by:

def write_data(fd: int, data: bytes) -> None:
    size = len(data)
    written = 0
    while written < size:
        written_chunck = os.write(fd, data[written:])
        if written_chunck == 0:
            raise OSError(errno.ECANCELED, os.strerror(errno.ECANCELED))
        written += written_chunck
