Thanks for reporting. I can confirm this based on the filelist in 24.04 (https://packages.ubuntu.com/noble/amd64/glslang-dev/filelist), it also seems to be the case for newer releases. Attached a bug watch for a corresponding report in Debian, but unfortunately no more insight on what caused this issue.
