Yeah, I am able to reproduce this now by just installing a new 24.10 VM
with minimal installation. I.e., as Bruce said above, ubuntu-desktop-
minimal is installed, but not ubuntu-desktop.

However, I observed that the error window can simply be closed and
ignored, and that the upgrade continues as normal.
