I've installed chrony on my plucky system to give it an early test.

I've noticed in my system journal this message getting logged every 2
seconds:

  Could not connect to [2620:2d:4002:1::3123]:4460 (4.ntp.ubuntu.com)

Indeed I do not have an ipv6, so that makes sense. However it's unclear
whether chrony is then falling back to ipv4 or if it's getting blocked
on failing to use ipv6.

`resolvectl query 4.ntp.ubuntu.com` shows:

  4.ntp.ubuntu.com: 2620:2d:4002:1::3123         -- link: wlp1s0
                    91.189.91.113                -- link: wlp1s0
