Thanks for reporting this bug. The reason that agent is not present is due to a missing runtime dependency (pywsman - https://pypi.org/project/pywsman/)

Note that openwsman is packaged in Ubuntu (https://launchpad.net/ubuntu/+source/openwsman) but seems to be mostly unmaintained in Universe. While the latest upstream release was out a few months ago (2.8.1), the current version we have in Ubuntu (2.6.5) was packaged in 2018. Still, we would need to package the python bindings available in that package, which is the component missing here. Another alternative would be to package it in Debian (or to file a RFP) and follow up with the HA team in Debian once the missing package lands in unstable. Since openwsman is in universe, this would better align with community work. Hence, we should leave this bug open in case anyone wants to work on openwsman and its python bindings, but I would not expect the Ubuntu Server team to have the capacity to work on this anytime soon.
