I can confirm this is an issue for mysql-8.4 in Ubuntu and mysql-8.0 in Debian, likely due to the update of the postinst file in December that protected mariadb's /var/lib/mysql directory from deletion when installing mysql instead. I see the failure if mariadb is installed, and even when mariadb-server and mariadb-client are removed first. However, if I remove mariadb-common beforehand, then the installation succeeds. So this may be fixed by adding mariadb-common to the conflicts list.
